Anchovy with rice

1 kg Anchovy fish.
500 g rice.
3 water glasses water.
1 teaspoon raisins.
1 tablespoons pistachio.
Salt and black pepper.
1 onion, chopped.
Clean the fish and remove fishbone. Soak the rice in salted hot water for 1/2 hour then drain it.
Heat oil in a pot and add onion to it with stirring until slightly brown, then add rice and stir.
Add pistachio, raisins, salt, and black pepper with 3 glasses of hot water then cover the pot and cook.
Arrange the fish over a baking dish in circle shape (make the heads in outer side of the baking dish) pour some sauce over the fish then place rice over them. After that arrange another layer of fish and rice over it.
Cover the baking dish with aluminum papers and place it over a preheated oven for 25-30 minutes.
Place it in a serving dish and serve hot.
